For this, psychological grounds of the electronic monitoring are examined with the panopticon as its center. Some parts in this study related with‘gaze’ are extracted from the lives of the study participants A, B, and C who took part in the ｢Narrative Inquiry about the lives of the electronic supervision on the sex offenders｣ of the policy research projects in 2014, and the parts are consequentially connected to how it is perceived in their real lives. This study explains the function of panopticon which makes inmates monitor themselves, internalized by the guards' asymmetrical gaze, At same time this study is directed to the internalized process of the participants' lives who are always spied and positioned by electronic monitoring in real time. The panopticon is mediated by invisible gaze, on the other hand, the electronic monitoring is mediated by one-sided gaze that makes use of electronic devices. The one-sided gaze makes a surveillant attain superiority of power, on the other hand, invisible gaze makes a recipient of the electronic monitoring become a voluntary supervisor. Some studies deal with evaluation and verification of effectiveness on electronic monitoring, however, studies from the view of psychology of ‘gaze’, considering the electronic monitoring with electronic technology that monitors criminals round-the-clock are little known. This study, therefore, is a quite probe study that will serve as a foundation in the field of counselling and advice, suggesting datum about psychological influence of the electronic monitoring which affect the case.
