The police’s system of care for criminals is a preventive system for collecting information and other high-risk people who are called “convicts,” and this study also examines whether it is possible to include them to the police for those with high risk mentally ill patients diagnosed with mental disorders such as schizophrenia. In particular, when the management system for high risk criminals is established in the future, the government has sought ways to manage the risk of recidivism of mentally ill criminals. In addition, we have also diagnosed how the relevant judicial authorities will divide their work and establish effective cooperation in the event of continuous management of high risk mentally ill patients in the community and their psychiatric emergency. High risk mentally ill patients are subject to treatment of mental health care in that they are patients who need treatment before they are criminals. Therefore, criminal justice agencies should organically combine enforcement and therapeutic intervention in consideration of these heterogeneous characteristics. Of course, the approach to in-tegrating both systems may be difficult in field practice, but if it is effective, it will be very helpful for both sides. In other words, the mental health system of the community and the practitioners of the criminal justice agency can share information closely with each other and communicate at all times to maintain proper treatment for the subject. By investigating foreign institutions in this paper, we discussed how the management system of current mentally ill patients should be improved.
