비대면시대의 아동학대의 문제점과 대응방안
코로나19바이러스의 확산은 우리의 일상생활을 송두리째 바꾸어 놓았다고 하여도 과언이 아닐 정도로 많은 변화를 가져왔다. 거의 모든 생활영역에서 사람과 사람간 의 접촉이 최소화되고 비대면에 의한 교육, 접견 등이 일상화된 것도 특징이라고 할 것이다. 이러한 일상생활의 변화는 가정생활에도 많은 영향을 미치고 있는데, 비대면 문화의 확산에 따른 경제생활의 위축과 가정 내의 접촉 증가로 인한 스트레스와 갈 등의 증가라는 부정적인 측면은 아동학대를 증가시키는 결과를 낳게 되었다. 통계자 료에 따르면 아동학대는 매년 증가일로에 있어 코로나19바이러스 확산에 따른 유의 미한 증가가 있었다고 보기는 어렵지만 증가의 한 원인을 제공하고 있고 특히 아동 학대신고에 있어서는 각급학교의 교사와 같은 신고의무자에 의한 신고가 전체 신고 건수 중에 중요한 비율을 차지하고 있었는데 이러한 신고의무자에 의한 신고가 제한 되는 결과를 낳게 되었다. 비대면문화의 확산에 다른 아동학대의 증가에 대하여 아 동보호기관이나 아동학대전담공무원, 학대예방경찰과 같은 아동학대와 관련된 주체 들 각자의 활동만으로는 유의미한 예방효과를 기대하기는 어렵다고 할 것이다. 이들 주체들의 유기적인 협조를 통하여 아동학대예방과 회복프로그램을 고안할 필요가 있 다고 할 것이다. 단순히 제도나 체계의 마련을 넘어 각 주체들이 제 기능을 발휘할 수 있도록 전문성을 강화하고 활동을 뒷받침할 수 있는 지원체계를 갖추는 것이 중 요하겠다. 더 나아가 아동학대예방과 피해아동과 가정을 지원하고 원활한 가정생활 을 회복할 수 있도록 일원화된 예방 및 지원체계를 구축하는 것이 필요하다.
Problems and Countermeasures of Child Abuse in the Nonface-to-face Age
The spread of corona 19 virus has made many changes in our daily lives. It is also characterized by minimizing contact between people and people in all living areas such as education and interviews. The negative aspect of the decrease in economic condition due to the spread of nonface-to-face culture and the increase of stress and conflict due to the increase in contact within the home resulted in the increase of child abuse. According to the statistics, child abuse is a course of increase, although it is difficult to say that there was a significant increase due to the spread of corona 19 virus at the increase day every year. But, the spread of corona 19 virus has resulted in limited reporting by the reporting agent. It is difficult to expect a significant preventive effect by the activities of each subject related to child abuse such as child protection agencies, child abuse officers, and abuse prevention police on the increase of other child abuse in the spread of nonface-to-face culture. It is necessary to devise a child abuse prevention and recovery program through organic cooperation of these subjects. It is important to have a support system that can strengthen professionalism and support activities so that each subject can exercise their functions beyond simply establishing a system. Furthermore, it is necessary to establish a unified prevention and support system to prevent child abuse, support the victim and the family, and restore the smooth family life.
