It can be resulted in a considerable effect for crime control and offender management when close cooperation and reaction are continued in every section of society. And, it is important for offernders manager to form a partnership in a community and partnership means that they work together with others in order to protect the public or reduce re-offendingMulti-Agency Public Protection Arrangements(MAPPA) is the name given to arrangements in England and Wales for the agencys tasked with the management of of dangerous offenders. It is a process through which the agencys work together with other agencies and takes advantage of coordinated information sharing across the agencies on each its offender. MAPPA ensures that appropriate resources are directed in a way that enhances public protection. MAPPA was introduced by the Criminal Justice and Courts Services Act 2000 and was strengthened under the Criminal Justice Act 2003. Two Acts placed a statutory obligation on the three criminal justice agency (Probation Police, Services Prison Service) as known ‘responsible authority’ in each area to establish arrangement for the purpose of assessing and managing the risks posed by certain offenders. The offenders who fall under a MAPPA are sex offenders, other sex offenders and violent offenders and other offenders who have been convicted of an offence which indicates that they are capable of causing serious harm to the public. There are different point of views on the effects of MAPPA. What is certain for now, however, is that forming a partnership will help us reduce the re-offending behaviour of offenders living in the community. In that sence, MAPPA will prove a solid help to development of varity of offender management systems in Korea.
