가정폭력 가해자 수강명령 프로그램 효과성 검증 : 단기 재범 추적 연구
본 연구는 보호관찰소에서 가정폭력 가해자들을 대상으로 실시한 수강명령 프로그램의 효과성을 단기 재범 추적 분석를 통해 살펴보았다. 2010년 전국 보호관찰소에서 수강명령 프로그램을 이수한 가정폭력 가해자 집단(처치집단, N=165)과 수강명령이 부과되지 않고 보호관찰 혹은 사회봉사명령 처분을 받은 가정폭력 가해자 집단(대조집단, N=110)의 동질성과 생존분석을 시행하여 비교분석하였다. 분석 결과, 두 집단은 연령, 학력, 결혼상태의 인구통계학적 변인 및 초범연령, 동종·폭력 범죄력의 범죄관련 변인에서 동질성이 검증되었다. 위험노출 기간 동안 두 집단의 생존함수 비교에서, 가정폭력 재범률에는 두 집단 간 유의한 차이가 없었다. 반면, 폭력범죄 재범률은 비교집단(38%)이 처치집단(22%)보다 유의미하게 높은 것으로 나타났으며, 한 사람의 반복적인 범죄를 고려한 총 폭력 범죄 재범 횟수에서도 비교집단이 유의하게 높은 수준의 재범 횟수를 보이는 바(F=10.80, p<.05), 가정폭력 가해자 수강명령 프로그램이 폭력 재범을 감소시키는데 효과가 있었던 것으로 나타났다. 이를 바탕으로 수강명령 프로그램의 효과성을 높이기 위한 개선점 등을 논의하였다.
Effectiveness of the Attendance Order Treatment for Family Violence Assaulants : Short-Term Follow up Recidivism Study
The aim of this study is to verify the short-term effects of Attendance order treatment for Family Violence Assailants, by analyzing their re-offending rate after treatment. This study targeted 165 family violence assailants who fulfilled an order to attend intervention programs for domestic violence in probation and parole office in 2010, 110 assailants who imposed Probation and/or community service order, without the command to attendance order. As a result, the recidivism rate of general violence was 22% in the group who received treatment, 35% in the group who didn't commended attendance order. thus significant differences were observed. However the number of assailants who recommitted family violence was 7, and 7 in the comparison group, thus no statistically significant differences were observed. Based on the results, the effectiveness of the programs and the improvements discussed.
