거주형 중간처우 프로그램의 활성화 방안 : 미국 ‘중간처우의 집’ 효과성 연구를 중심으로
이 연구의 목적은 중간처우의 집 도입확대와 활성화방안을 논의하기 위한 것이다. 연구목적 수행을 위해 미국 중간처우의 집 평가연구들을 살펴보고 기존 연구들의 교훈을 논의하고자 하였다. 기존 국내 중간처우의 집에 대한 연구들은 중간처우의 집에 대한 이론적 논의와 실태파악에 집중되어 있었다. 특히 미국의 오래 전 연구결과들을 주로 인용하고 있어 중간처우의 집 프로그램에 대한 최근 동향을 파악하기 어렵다는 한계점이 있었다. 이에 이 연구에서는 지역사회교정 수요의 증가, 중간처우의 집 프로그램의 재범억제효과, 중간처우 대상자 선별의 중요성, 프로그램 성공요인을 중심으로 미국의 최근 연구들을 살펴보고자 하였다. 기존 연구결과들을 종합할 때, 중간처우의 집 프로그램은 다른 종류의 교정 및 보호관찰 프로그램들에 비해 재범억제효과가 높지 않은 것으로 나타났다. 그러나 중간처우의 집 프로그램 참여자에 대한 위험원리를 적용한 결과 위험성이 높은 대상자들에게는 상당히 효과적인 프로그램이었다. 오히려 위험성이 낮은 참여자에게는 재범유발효과가 나타났다. 다음으로 중간처우의 집 프로그램이 효과성을 담보하기 위해서는 4가지의 성공원리에 기초하여 프로그램이 운영되어야 한다는 교훈을 얻었다. 또한 중간처우의 집 운영은 프로그램의 여러 가지 특성들에 영향을 받고 있는 것으로 나타났다. 결과적으로 중간처우의 집 도입확대와 활성화를 위해서는 기존 연구결과들에 기초한 세심한 프로그램 개발과정이 요구되며 효과적인 프로그램 운영을 위한 필수요인을 고려하여야 한다는 교훈을 얻었다.
Invigorating Residential Halfway House Program : Focusing on the effectiveness of American Halfway House System
The purpose of this study is to discuss a good way to extend and invigorate residential halfway house program. To accomplish the goal, the author has attempted to review the evaluating researches of American halfway house program and discuss the lessons of previous studies. Previous researches of this subject in Korea tended to focus on theoretical issues and current usage of halfway house. However, these studies were likely to cite the old-fashioned some American findings so that it could not show a recent trend about halfway house system. Therefore, this study aimed to discuss several issues, including the increasing demand of community correction, the deterrent effect of halfway house program, the important of subject selection in the program by reviewing the correction data and the latest American research findings. Based on the compressive review, the halfway house programs generally failed to show an extremely significant deterrent effect. However, when the risk principle were concerned, the higher risky participants showed the most effective result rather than the lower or moderate ones. In addition, it is necessary to consider four principles making the program success. Moreover, the study showed that the effectiveness of halfway house was depended on several program factors, including leadership, ability of staff and so on. As a result, it is very important to develop halfway house program not only with sophisticative program developing processes based on previous findings but also with essential factor making the program success and then we can expect a positive result from the extending and invigorating the halfway house program in Korea.
