보호관찰 지도감독에서의 증거기반실천의 적용
지난 20여 년 간 증거기반실천은 다양한 휴먼서비스 영역에서 새로운 실천패러다임으로 급부상하며 발전해왔다. 개입의 성과를 강조한 증거기반실천은 최고의 연구증거를 개인의 임상적 전문성과 클라이언트의 가치 및 선택에 통합한 모델이다. 그동안 서구 선진국에서는 범죄자의 위험성과 죄범률을 낮추는데 효과적인 것이 무엇인지 밝히 고자 부단한 노력을 기울여 왔으며, 여러 연구에서 얻은 과학적인 증거에 기반한 형사정책과 실천을 펼쳐왔다. 본 연구는 보호관찰 지도감독에서의 증거기반실천의 적용방안을 모색하기 위한 기초연구로 수행되었다. 이를 위 해 본 연구에서는 우리나라의 보호관찰 현황, 보호관찰 업무역할의 변화, 증거기반실천 과정 등을 개괄적으로 살 펴보고, 미국의 지역사회 교정영역에서 널리 사용되고 있는 증거기반실천 원칙들을 소개하고자 한다. 더 나아가 그동안 서구사회에서 논의되어 온 증거기반실천을 둘러싼 갖가지 이슈와 이것이 우리나라 보호관찰 지도감독에 시사하는 바를 살펴보고, 이를 토대로 지역사회 교정영역에서 증거기반실천이 뿌리내리기 위해 준비해야 하는 일 들이 무엇인지 제시하고자 한다.
Applying Evidence-based Practice to Probation Supervision
Evidence-based practice has rapidly emerged as a new paradigm in a variety of human service fields during the past 20 years. Evidence-based practice, which emphasizes the outcomes of intervention, integrates the best research evidences into individual clinical expertise and of clients' values and decisions. In the fields of criminal justice in advanced western countries, much effort has been placed to identify what works to reduce the risks of offender and subsequent recidivism. Criminal policy and practice based on scientific evidences have also been implemented. This study was conducted as a preliminary study to figure out the schemes of applying evidence-based practice to probation supervision in Korea. For this purpose, this study reviewed the prevalence of probation in Korea and change of probation officers' work roles. Also, this study explained components of evidence- based practice and its process in detail. It also introduced the principles of evidence-based practice which is widely used in the community correction fields in the United States. Furthermore, this study critically reviewed the various issues surrounding the evidence-based practices and illuminated its implication in probation supervision in Korea. Based on this, it has shown how evidence based practice can be implemented in the community correction field.
