보호직공무원 복지기본법 제정 기초 연구
이 연구는 보호직공무원 복지기본법 제정의 기초 연구를 수행하는 것을 목적으로 한다. 보호직공무원 대상 설문조사 결과 경제복지에 대한 수요(합당한 보수 책정 및 시간외근무수당 인상 등)가 가장 높았고, 전반적으로 현 복지제도에 대해 만족하지 못하고 있으며, 타 공무원 복지제도와 비교해도 열악하다고 인식하는 것으로 나타났 다. 그러나 보호직공무원이 속한 법무부 범죄예방정책국에는 아직 복지전담부서가 운영되고 있지 않으며, 보호직공무원에 대한 복지 현황 파악이 제대로 이루어지고 있지 않음은 물론 체계적인 지원책 역시 마련되어 있지 않은 실정이다. 보호직공무 원의 업무량 증가에도 열악한 근무환경에 대한 개선책이 부족하며, 유사 업무를 수 행하는 공무원(경찰공무원, 해양경찰공무원, 소방공무원, 군인 등)과의 형평성 역시 제고해야 하는 상황이다. 이에 따라 ｢보호직공무원 안전 및 복지기본법｣ 제정으로 보호직공무원 업무특성이 반영된 복지정책 및 복지기본계획 수립을 법제화할 필요가 있다. 복지실태를 구체적으로 조사함으로써 현 상황의 문제점을 명확하게 진단하고, 직원의 복지에 대한 수요인식을 근거로 조직이 중장기적으로 이행하여야 할 복지정 책을 체계적이고 종합적으로 수립하여 개선책을 전개해 나가야 한다. 이를 통해 보 호직공무원의 위상과 사기를 높임과 동시에 ‘범죄 없는 밝고 건강한 사회를 구현’한 다는 보호관찰제도의 목표 달성에 전념할 수 있는 여건을 마련할 수 있을 것이다.
A basic study for the Enactment of the Framework Act on Welfare of Probation and Parole officers
The purpose of this study is to conduct a basic study of the enactment of the Framework Act on Welfare of Probation and Parole Officers. As a result of the survey, the demand for economic welfare (reasonable compensation and increase in overtime) was the highest for probation and parole officers. In addition, they were generally dissatisfied with the current welfare system and perceived it to be inferior to that of other government officers. However, the Ministry of Justice's Crime Prevention Policy Bureau, to which the probation and parole officers belong, has yet to operate a welfare department, and the welfare status of the probation and parole officers has not even figured. In addition, there is no systematic support plan for them. Despite the increase in the amount of probation and parole officers, there is a lack of improvement measures for the poor working environment, and there is also a need to improve equity with civil servants( police officers, Korea Coast Guard officers, fire-fighters, soldiers, etc.) who perform similar tasks. Accordingly, it is necessary to legislate the establishment of a welfare policy and a basic welfare plan that reflects the characteristics of the probation and parole officers' work by enacting the ｢Basic Act on Safety and Welfare of probation and parole officers｣. By examining the welfare status in detail, it is necessary to clearly diagnose the problems in the current situation, and establish a welfare policy that the organization should implement systematically, comprehensively, and in the mid- to long-term based on the recognition of employees' needs for welfare. Through this, the status and morale of the probation and parole officers will be increased, and at the same time, it will be possible to provide conditions that can be devoted to achieving the goals of the probation system to “implement a bright and healthy society without crime”.
